Sigh... This is the reason why I've never done it before in Clearlooks themes. 
But it's popular, it looks great and it has always been like this in the Human 
(and Industrial) theme, so I finally gave in and implemented this for Human. 
Since this only affects unfocused windows (and even when you are confused by 
it, a single click on the window will sort out the confusion right away), this 
is hardly a critical problem.

In other words, the pros and cons are known and have been weighted against each 
other, so this is a design decision. Of course one that can always be 
discussed. Personally, I'd rather see Gtk "fixed" to allow moving by clicking 
on the background.
