"tooltips are now (gtk+ 2.14) enabled globally by the gtk-enable-tooltips
setting.
every gtk+ widget (and hence applets) will automatically have tooltips disabled
if that property is set to FALSE inside a gtkrc file. it might require a
XSettings key in case we want to be able to use GConf to toggle it - but that
is for another bug.
I'd close this bug as OBSOLETE."
