Using Nautilus 2.23.90
Default view - column view with no fixed width option
Open a folder with many files which will require the horizontal scrollbar to 
appear
now open a new tab by pressing Ctrl+T. the same folder will be open in the new 
tab
now go back to the previous tab. the horizontal scroll bar is missing and 
navigation with mouse is not possible
However, navigation with keyboard seems to be happening as the selector moves 
out of the window but the files selected are not displayed
A refresh however corrects the problem in this tab but creates the same problem 
in the other tab where the same directory is listed.
There is no problem however, if the folders are different and therefore this is 
not a huge problem as one will not require to have the same folder displayed in 
two tabs. 
However,if one wishes to open a different folder in the new tab and then go 
back to the old tab for any file operations, then any file operation on files 
which cannot be seen cannot be easily done  without a refresh as it is 
difficult to select
One more thing is that even when the horizontal scrollbar is present scrolling 
with the mouse is possible only if the mouse is hovering above the horizontal 
scrollbar
