Public bug reported:

I'm on an up-to-date Hardy system. If I right-click on the keys icon in
my notification area and choose "Clear Cache", the cached passphrases
are left in memory. I can still sign things with them. If I use the
"Show Window" option, I can see my key is still cached. If I highlight
it and click Clear, the dialog goes away (which it shouldn't do, BTW).
If I bring that dialog back up, my key is still there.
