If it were "completely broken", it wouldn't have shipped. Worse than
"completely broken" is "occasionally broken" - where it works for the
developers, but not for some subset of users with an unidentified common
trait.

Without a 'known bad' use case to try and fix, how do we fix it?

I'm especially interested by the suggestion that the problem does not
occur for new users on supposedly broken systems - can anyone else who
still has a problem confirm that?
