Public bug reported:

Affects: gnome-panel (Ubuntu)
       Severity: Normal
       Priority: (none set)
         Status: Unconfirmed

Description:
Ubuntu provides a GConf key (/apps/panel/global/upstream_session) to use
upstream end session dialogs.

By now, when you set this key to TRUE, the panel simply use the upstream
dialog for System->Logout action: this dialog allow you to perform
logout or change user.

But the upstream gnome-panel provides also a System->Shutdown menu
entry. This menu entry seems missing, so you can't access to a dialog to
perform shutdown, reboot or suspend.

Please, enable the System->Shutdown menu entry when the above GConf key
is true.
