Thanks for filing this bug and helping improve Ubuntu. I can confirm
your bug on my system so I'm changing this bug status to confirmed. The
SVG linked to opens in Firefox and Inkscape correctly but not eog.
I would recommend, as Sebastien did, that you open this bug at
bugzilla.gnome.org since that is the primary development location for
eog and librsvg.
