You have been subscribed to a public bug:
when some applications are installed, and they want to put a shortcut to
~/Bureablad they don't put it there. I found out that when ik create a
~/Desktop folder, it puts the shortcuts over there. I have this problem
with kvirc and with java applets. So i guess there will be more
applications having this problem
