It happens with all the filed I've tried to upload so far. I'm sure of having experienced the problem when asking f-spot to resize the image before exporting it to flickr but if I remember correctly the problem stays even if no image resizing is required.
Attached is an example of a picture that I tried to upload and the log I got with the command line you suggested. In the log, please note that the last entries appeared after I clicked to interrupt the transfer that was stuck... I haven't had occasion yet to test under f-spot.
