Richard: you are right, I apologise - it seems that there is really no 
consensus at all about the right language to be used here.

So, we've decided[1] to use the suspend + hibernate combination, as used in 
gnome-power-manager. As a result, I've reassigned the bug to gnome-panel so 
that the strings there can be made consistent with gnome-power-manager.

  In the log out dialog, "suspend" is called "sleep", while it is called
  "suspend" in gnome-power-manager. It might be a good idea to use the
  same word everywhere.
