How is this not a bug? If the user has the panel then workspace dimensions work properly. However, if it's removed then all workspaces are 'flattened' (ie, Ubuntu forgets the rows attribute). My issue isn't that it's reverted when re-adding the component (though that's not good) but that it needs the panel around (and visible) to get Gnome to remember that there's multiple rows. In other words preference data is being contained in a UI component which is bad design. I'm not 'creating a new object' when it's reverted to a 1x4 workspace via restarting.
