I am seeing the same problem now with Ubuntu Intrepid beta (as apt- updated yesterday). Hibernate and suspend definitely work fine, but sometimes when I press the power button or menu to System > Shut down..., the log-out menu takes a long time to appear (or doesn't appear at all) and when/if it does arrive, the hibernate and suspend options are missing. And then, later, they are available again. Strange!
