After submiting the previous information I realized that the icons for selecting the workspace only show color on half of the selected icon when the problem occurs. If you select the configure display icon and select the one of the two displayed monitor and move it to the other side of the other monitor select apply and then move it back to the original location and select apply it fixes the problem but both bottom and top panels are displayed on one screen. This fixes both the half colored icons in the workspace selector and the problem with the window list not showing on the panel.
