You have been subscribed to a public bug:

The Open with Other Application item in the right-click menu used to
remember which application you selected for a given file extension
(Ubuntu 8.04).  After installing 8.10, it seems to no longer remember
which application I selected.

To reproduce:
  1) Create a test file with an extension (e.g., test.asdf)
  2) Double-click test.asdf to open file (remember what program was used)
  3) Right-click test.asdf file, select Open with Other Application item in 
menu, select a different program to view the file
  4) Double-click test.asdf to open file (this still uses the program from step 
2))

Note that after step 3), the right-click menu is modified to show the
new program, but it is not used by default when double-clicking as in
8.04.
