You have been subscribed to a public bug:
I have my taskbar panel placed on the right corner (see attachment) and
I am used to have many apps open on the same moment.
The problem is that having many items on the taskbar results in constant
split into two columns or height change of the taskbar items (see
attachment), sometimes it suddenly splits into columns on moving mouse
over one of the items and therefore prevents from clicking on it.
I would somewhat expect the items to stay on the narrow height mode and
not to mutate depending on the open task count.
Funny case, when I have some file being downloaded on firefox and the
download manager title is chaning every second due to percentage change,
the taskbar splits into two columns and gets back to a single one
synchroniously with it.
I have Ubuntu 8.10
