Public bug reported:

Binary package hint: nautilus

when i open a nautilus file browser without maximize the window, it has a
vertical scroll bar if the window cannot display all the contents in a single
view.
when i use middle button on the mouse to open a new tab of a folder, the new
tab do not have a vertical scroll bar although there are lots of contents. and
if i go back to the previous tab, the vertical scroll bar is also missing.
i can recover it by maximize the window and restore the window, or change all
the tab to list view and back. but if i make list view as default, i cannot use
middle button to open a new tab.
