Binary package hint: evince
If you go to www.harrisscarfe.com and look at the catalogue (for this
week at least - 20 Nov 08), you will see some pages (eg. page 28) has
the background image appearing at the front - such that all other
text/images are obscured.
1. Ubuntu Ibex (latest version, all patches installed)
2. evince version 2.24.1
3. I would expect background images to appear in the background
4. The background image appeared in the foreground
