I am experiencing the same problem with Intrepid. The images, which remain in the original import directory rather than being physically imported to a file structure of F-Spot's making, show in the browser window, but they won't open; instead F-Spot shows a substitute icon with a red cross. If there is a permissions issue, I can't see what it is.
