My problem is similar in 8.10 I use Asturian language, and I created a new sesion for a friend who only speaks Spanish. In the login window, I set "Choose language" and set "Spanish" for his sesion (he prefers Spanish language).
After this, I couldn't use my session in Asturian language because it no appears in "Options" in the login window. So I tried from System => Administration => Language Support but no results. First I had to delete all packages of language and then install Asturian language packages.
