there have been two silc toolkit packages for debian.  I do not know
which has made it into ubuntu.

However, in current debian (again, I'm unsure of ubuntu), the only silc package 
is libsilc-1.0-2 for which I see the following:

It thus contains nothing except a changelog and a copyright. To this the
-dev package adds several READMEs, a TODO, and a credits file.
