You have been subscribed to a public bug:
System > Preferences > Sound has a Capture "Test" button which does not
work.
Expected behavior: gnome-sound-properties capture has not been a working
feature for (AFAIK) over three releases now. There should be live audio
levels (green for low volume red for high) to be able to test your
microphone & to see which capture devices are actually picking up sound.
