The attached patch solves the problem by using the tooltip color for the notification. This means that under a inverse theme we get a inverse notification (as expected).
The problem is that it changes the color of the current notitifcations in the human theme to a stronger yellow than what we ship currently. I will ask for feedback from our art people if that is a change we can do for dapper.
