I have the same problem. After upgrading from Dapper to Hardy, I can't use any admin tools even after checking /etc/hosts and adding my username to the "admin" and "polkituser" groups in /etc/group and /etc/gshadow. I always get "Could not authenticate. An unexpected error has occurred." when using the graphical tools, and the following appears on the console:
