You have been subscribed to a public bug:
The new volume-applet which should be started on login and then appear
in the notification area does not work because pulse is not running when
the applets gets started.
I was able to work around that by adding the following line to
/etc/xdg/autostart/pulseaudio.desktop:
X-GNOME-Autostart-Phase=Initialization
This way pulse gets started before the applet.
