This bug is of low priority and visual in nature.

If any "Visual Affects" option other than "None" is selected, the "Power
Management Preferences" window is blank.

Steps taken:
1. Right click on Gnome desktop.
2. Select "Change Desktop Background".
3. Click "Visual Effects" tab.
4. Choose any option other than "None".
5. Choose "System" from the gnome panel menu.
6. Select Preferences.
7. Select Screensaver.
8. In the Screensaver Preferences window, celect the power management button.

At this point, the window is blank. It is corrected if I minimize the
window and re-maximize. If I make any changes to the window (ie, select
another tab or move a slider) the window is not updated until I re-
minimize and then maximize again.

I am running Ubuntu 8.10 AMD64.
