New input:
I tried this laptop on a separate network and ipp printers successfully
reported completed jobs.
This suggests something intrinsic to my home LAN and print server. In
particular that the print server is not reporting completion of the
print job. However this is in contrast to the behavior under the
previous version (breezy) of cups.
I tried with http with exactly the same result as ipp
Switching to lpd://***** works just fine, so there is some subtle
backend bug in the ipp, http protocols.
That's about all I can say
