[Bug 335759] [NEW] A launch logo is always in the launch panel which tries to download file:///usr/share/gnome/help/gnome-app-install/C/figures/download_apps.png, but always hangs.

A Gnome logo in the launch panel appears at start-up which, when clicked, says 
that it is downloading 2 of 3 package, but just hangs at that point and does 
nothing.
It has always been there with in all releases, including this 8.1.
