This bug didn't have a package associated with it, I am filing it under 
gnome-menus.
I am also able to reproduce this behavior, it's pretty self-explanatory.  I'm 
not entirely convinced it's a bug, the behavior may be intentional, but we'll 
let the developers decide that.  Thank you for reporting this.
