There is also a gconf key you can set that allows you to move apps above the top of the screen under compiz. I'm not suggesting that it be the documented way to do this, but setting it by default could be an option. Apparently compiz upstream don't think you should be allowed to do it, because you can get in to a bad situation when you can't access a window anymore, which is why it is not the default, but it would be possible to override that. Also, I'm not sure I entirely agree with the argument as I phrased it as you still have alt-tab etc., but I may have incorrectly characterised their position. I don't have references to hand I'm afraid, but I found them originally with a minimal amount of googling.
