It's 100% reproducible; just select the folder properties of the phantom folder - you can see it in the screenshot I posted, it's the selected folder with no name.
I haven't yet had time to investigate the presence of that phantom folder, though. This is a brand-new Jaunty netinst install as of the 13th of April, with a brand-new user and just connected to my GMail IMAP account.
