What visual effects settings do you use? (System>Preferences>Visual Effects).
If you drag the terminal using alt does the menu bar appear?
Can you attach a screenshot of your desktop when this occurs immediately after
login?
I've tried to reproduce this in 9.04 with and without visual effect and it has
not occurred for me.
