I think the problem _is_ how the panel behaves when it is resized. Have a look at the first comments.
There's a workaround with gconf which makes the panel's handling much more graceful, but this is analogous to Windows users having to edit the registry to be able to change resolutions nicely. It doesn't make sense. I thought David's comment #30 was pretty spot-on, and I see this as: 1. Exposing the gconf positioning controls through the user-interface, or finding a way to infer what they should be 2.
