This is NOT a theme bug. Please read the upstream bug report. The 48x48 emblem in the gnome theme is that size because it is working around the nautilus bug. The Human theme is correct, but it needs to be be modified to work around the same bug. This can be done by setting size=96 in index.theme for 48x48 emblems etc. Then nautilus thinks that the icon is 96x96, and scales it down to 0.5x0.5 its original size (to try and make it 48x48, proof that it is a bug in Nautilus' logic), resulting in a visually acceptable result.
