Thank you, That did it. Some how I expect it to behave like Synaptic Package Manager (i.e. ask for user's password before showing the interface)

Status in “gnome-system-tools” source package in Ubuntu: Incomplete Bug description: 1) I've performed a new installation of Ubuntu 9.04 on an Intel platform. 2) I believe the package is gnome-system-tools 3) When I select System > Administration > Users and Groups menu option, the dialog does not give me option to Add User or Delete as those buttons are disabled.
