Success!  I searched for [ubuntu gnome "weather report" configuration] on 
Google and returned this page 
https://bugs.launchpad.net/ubuntu/+source/gnome-applets/+bug/49736.  I changed 
~/.gconf/system to ~/.gconf/system.bak and logged out and back in.  And this 
resolved it for me.
My ~/.gconf/system (now ~/.gconf/system.bak) had the following directories in 
it:
gstreamer
http_proxy
networking
proxy
I am going to delete the system.bak directory now.  The recreated 
~/.gconf/system only has the directory "networking" in it.  This might have 
been due to installing and uninstalling firestarter in the past, I am not sure.
