Yes, It is reproducible on two jaunty machines that I've tried it on. Steps I've been taking is just opening a movie in totem, after enabling the plugin, openning View > Download Movie Subtitles, and click Find. It says "Searching..." for a while then "Could not contact the OpenSubtitles website."
