To expand on this, the only restriction placed on the colon by section 3.3 is
“In addition, a URI reference (Section 4.1) may be a relative-path reference,
in which case the first path segment cannot contain a colon (":") character.”
(to avoid misinterpreting the relative path as a scheme), and the BNF below
that makes clear that the colon is otherwise a valid character in paths.
