Binary package hint: gnome-control-center
This is related to bug #359392 and bug #363821. I think gnome-
appearance-properties should permit (with a warning) to enable compiz
effects also with blacklisted graphics card. A typical user cannot go
and surf into the web to find a manually solution to do this. This is
not user friendly.
