In Windows, if you wish to create a shortcut but the current directory
is not writable it asks if you'd like to make a shortcut on your desktop
(there are also key+mouse combos to create shortcuts).

In Ubuntu, if I have a folder /home that a user does not have write
permission on, and I would like to make a link to /home/store I cannot
(make a link is grayed out).

You should be able to make a link at any time, but if you are unable to
create the link in the current directory it asks you where you'd like to
place it (desktop, /home/user, etc.)
