Public bug reported:

Binary package hint: gnome-terminal

I remember this working some time ago in debian (it also stopped working
there with a GNOME upgrade). I'm not sure it's an upstream bug so I'm
filing it in ubuntu. gnome-terminal remembering which tab is active
between sessions would make its functionality better.
