It is still an issue. Just as the reporter describes:
1. Open a random application.
2. Press Ctrl-Alt-Esc to focus the main menu bar.
3. Press the right arrow key to make the applications-menu appear.
4. Try to focus the window of the application opened at step 1 using only the
keyboard.
It is not possible to focus another window. Not with Ctrl+Alt+Esc nor
with Alt-Tab nor with everything else. One has to use the mouse and
click a window to get the normal behaviour back.
