Public bug reported: Binary package hint: gnome-panel
As per the discussion here: http://ubuntuforums.org/showthread.php?t=1209519 Hitting Alt-F2 does not bring up the "Run application" dialog when there is a gnome panel present that has a background color set to "solid color". Changing back to "None" and logging in again is said to fix the problem.
