User Settings applet does not authenticate the user before attempting to
make changes. After making changes to a user, the applet then asks the
user to auth. It seems that the applet should require the user to
authenticate as a valid sudoer before allowing them to attempt to make
changes, or at least when the user clicks the 'OK' button, not after the
window containing the modified information is closed.
