I have this bug too!
Look at this, i'm trying to compile F-Spot 0.6.0.0 and i have all mono stuff
installed:

Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.
Alternatively, you may set the environment variables F_CFLAGS
and F_LIBS to avoid the need to call pkg-config.
