Reproduce:
Click on your name on the panel -- i.e. the FUSA -- and press System 
Preferences. This executes the command 'gnome-control-center', spawning a 
_window_ containing all configuration applications. 
Now click on System on the panel. This will give you two sections, Preferences 
and Management. The configuration applications are here divided into two 
sections and need to be started from a _menu_. 
This behaviour is inconsistent with the control centre window that can be 
launched with FUSA.
This can be reproduced.
