Synclient confirms the buttons are switched:
$ synclient -l | grep TapButton
TapButton1 = 1
TapButton2 = 3
TapButton3 = 2
This will fix it for the session (or until you connect another device
like a mouse, or something handled by uinput):
synclient TapButton2=2 && synclient TapButton3=3
