Work arounds: (1) Bring up another SIP client such as the Diamondcard provided "Dreamtime Softphone 2.1.9b" (only Windows available) and then tear it down to release the connection (2) Wait for the timeout to expire. Timeout is not configurable. Default shown for Ekiga.net appears to be 1 hour, so possible Diamondcard is also using 1 hour as the timeout.
