It surprised me, too, because the symptoms described in Bug 423493 only
partly matched my experience (spin buttons were not active, but the
values were set to 2, not 0), and that's why I filed a separate bug
report.

Before the update

Without desktop effects enabled, if I right-clicked on the workspace
switcher applet and went into the preferences, there was a section to
set number of workspaces.  The spin buttons were indeed disabled as
described in Bug 423493, but I was still able to type the number 4 into
the textbox.  However, the workspace switcher applet still showed only
two workspaces and when I would open the prefs again it did not show 4,
but the default 2.

After the update

The spin buttons were active and I could change the number of workspaces
by using them or by typing a number into the textbox and hitting the tab
key.  gconf-editor now shows a 4 for the hsize key under
apps/compiz/general/screen0/options.

This issue is definitely resolved for me now.
