Currently the options for text vs. html are quite restricted. There is
an option called "Format messages in HTML" under Composer Preferences.
If it is checked, mails are always formatted in HTML, whether they are
new mails or replies. If it is unchecked, mails are always formatted in
text, whether they are new mails or replies.
What I would like to do is compose new mails in text, reply to/forward
text mails in text, but reply to/forward HTML mails in HTML.
To allow something like this, I suggest having three independent
options: "Compose new mail in html or text", "Reply to/forward text mail
in HTML or text", and "Reply to/forward HTML mail in HTML or text".
