Public bug reported:

Binary package hint: gnome-control-center

Setting keyboard shortcuts with gnome-keybinding-properties works only
for the current session. When I reboot, I can not use them anymore: in
gnome-keybinding-properties they're set as "Disabled". However,
rebinding allows me to use them until next reboot.
